Ms. Gibbs is the Senior Lobbyist at Balli-Law. She is a government relations professional with extensive experience advancing policy initiatives across a broad range of industries involving complex regulatory and legislative considerations. She works collaboratively with elected officials, legislative staff, and state agencies to help clients navigate policy challenges and achieve durable, consensus-driven outcomes.
Ms. Gibbs has played a leading role in high-impact advocacy efforts involving complex policy issues. Her experience includes major legislative initiatives requiring broad stakeholder coordination, as well as securing substantial funding within state programs where meaningful changes had proven difficult to achieve. She brings a results-oriented approach grounded in strategic planning, coalition building, and a deep understanding of the legislative process.
Prior to entering the private sector, Ms. Gibbs served as a senior staff member in the Georgia General Assembly, working in the Speaker of the House’s office. She held multiple leadership roles, including Director of Constituent Services, where she represented the Speaker at meetings across the state and served as a liaison among local, state, and federal agencies, local officials, and community stakeholders. In that role, she assisted constituents with a wide range of matters involving public agencies and programs, often navigating complex and sensitive issues on their behalf. She also contributed to the development of legislative and policy initiatives and coordinated official events for the Speaker both within the district and statewide. During legislative sessions, she additionally served as House Deputy Messenger.
Ms. Gibbs also served as Director of the House Rural Development Council, where she worked with rural communities and policymakers to identify strategies to support economic growth, workforce development, and long-term sustainability across rural Georgia. Her prior experience serving as a senior staffer with the General Assembly and her strong bipartisan relationships provide her with firsthand insight into the legislative process and how policy is developed and implemented under the Gold Dome.
In addition to her government relations work, Ms. Gibs holds a Georgia real estate license and is engaged in economic development initiatives focused on strengthening communities and supporting responsible growth.
